Call for Proposals: Establishment of a Special Purpose Vehicle for Digital Consultancy Services.

Introduction: The Uganda Performing Right Society (UPRS) is a collective management organization responsible for overseeing copyright in musical works in Uganda. To strengthen its digital infrastructure and enhance operational efficiency, UPRS seeks to establish a Special Purpose Vehicle (SPV) in the form of a dedicated digital consultancy firm. This SPV will drive our digital transformation efforts in alignment with global best practices in music copyright management.

Scope of Services: UPRS invites proposals from experienced digital consultancy firms to develop and implement innovative digital solutions that will optimize copyright management, improve member services, and enhance revenue collection. The selected SPV will collaborate with UPRS management to establish a digital hub focused on building robust digital rights management systems.

Key Areas of Focus:

  1. Digital Rights Management (DRM):
  • Assess and recommend digital tools or platforms for managing performance and mechanical rights.
  • Develop solutions to enhance licensing and royalty management for UPRS members.
  1. Member Management Systems:
  • Implement efficient member registration and data management solutions.
  • Enhance communication channels to improve engagement and service delivery.
  1. Revenue Collection and Distribution:
  • Design and deploy secure and transparent digital revenue collection systems.
  • Implement tools for accurate reporting and timely royalty distribution.
  1. Data Security and Compliance:
  • Provide expert recommendations on data security best practices.
  • Ensure compliance with Ugandan copyright laws and international intellectual property regulations.
  1. Capacity Building:
  • Conduct training sessions for UPRS staff and members on the use of new digital tools and systems.

 Consultancy Qualifications:

Proposals should demonstrate:

  • Expertise in digital transformation within the music copyright or entertainment industries (experience in Uganda’s music sector is an advantage).
  • Knowledge of international best practices in copyright management, including digital rights management (DRM), royalties tracking, and distribution systems.
  • Technical proficiency in developing and implementing secure online platforms and databases.
  • A proven track record in delivering successful digital consultancy projects.
  • Familiarity with Ugandan copyright laws and intellectual property regulations.
  • Strong communication skills, with the ability to explain complex technical solutions to non-technical stakeholders.

Proposal Requirements:

Interested consultants must submit a detailed proposal including:

  • Company Profile – Background of the consultancy firm, including relevant experience.
  • Approach & Methodology – A clear plan outlining the implementation process, key deliverables, and timeline.
  • Previous Experience – Case studies or references for similar projects successfully completed.
  • Team Composition – List of key personnel, their roles, and qualifications.
  • References – At least two references from clients in similar fields.

Submission Deadline:

All proposals must be submitted by Friday 11th April, 2025. Late submissions will not be considered.

Evaluation Criteria:

Proposals will be evaluated based on:

  • Demonstrated expertise and experience in digital consultancy, particularly in the music and copyright industry.
  • Practicality and clarity of the proposed methodology and solutions.
  • Cost-effectiveness of the proposal.
  • Ability to meet project timelines and deliverables.

Licensing Agents

 DEPARTMENT: Licensing

REPORTING TO: Licensing Manager

STATUS: Contract                                                                                                       
Salary Grade:

 Purpose:

Grow the Licensing business by licensing public users of music in line with the Copyright and Neighbouring Rights Act 2006 and any amendments thereto.

 Main Duties:

  1. Conduct sensitization drives to sensitize music users and the public on Copyright Laws and the Society Mandate.
  2. Guide licensees when filling out required documents and verify information.
  3. Deliver invoices to assessed licensees.
  4. Monitor and keep a record of all transactions and prepare monthly sales and reports.
  5. Monitor and respond to queries and requests from licensees.
  6. Send out notices and reminders to licensees reminding them of their dues and due dates.
  7. Undertake research and keep up to date with industry trends and best practice.
  8. Contribute to the continuous improvement of licensing processes.
  9. Implement an annual work plan, forecast and performance targets for licensing activities.
  10. Execute any other related duties.

 Minimum Qualifications:

  1. A relevant qualification in Sales or Marketing.
  2. A minimum of 1-year relevant experience in a similar position.
  3. Good working knowledge of sales and customer service.  
  4. Knowledge of the Copyright and Neighbouring Rights Act is an added advantage.

  2. Proficiency in MS Office packages Excel, Word and PowerPoint.
  3. Ability to prioritize and manage time effectively.

  7. A person with integrity.
